RTD has a thing for making these huge things that don't really pay off. I mean, the threat of Gallifrey coming through doesn't feel like such a threat. Likely because we've seen RTD pull this shit before and we know the Doctor will stop it and it is dispatched with very quickly here, which I think was a good thing.

In the commentary released for the episode, RTD and another producer more or less say that it is his mother; when he shoots the diamond thingy and dooms the Time Lords, they state that his mother will die. Which is pretty dark

I can't disagree; I think Tom Baker admits that he got bored in the role. But I think he was quite good up until around when Sarah Jane left. There are a few good Leela stories, but you're basically right, the second half of his tenure is not great. But when he was good, he was very good.
