So what's this a distraction from? The stuff about the Dakota Access Pipeline not being made only of American steel? The defunding of the EPA that means the Great Lakes are vulnerable to Asian carp? Sessions? Other Russian stuff? I imagine it's not the last two since it would only draw more attention to those.
