I think this is less a comparison of Petyr and Joffrey than you suggest.  They cut away to Joffrey and Ros as Littlefinger is talking about the people who fail to climb the ladder.  Joffrey isn't cunning enough to rise above the chaos, he is just another failed climber.  Ros thought she was climbing but…
