Distinct possibility!
Steven Moffat was the Exec Producer on that Ep of Doctor Who and him, along with Mark Gatiss (who's also written episodes for Doctor Who) are the writers/showrunners for Sherlock. Wouldn't be to far of a stretch for the idea to have come from that episode would it.
