if they still plan on clinging to a procedural, I'd hope it would shift to more of Liv/Ravi spending time doing autopsies and figuring out how/why they died. that way they could still incorporate her eating the decedents brains, solving mysteries, and keep babineaux around in a slightly-diminished role.
Yeah, I'd really like to flesh (heh) out the zombie phenomena and dive more into that mystery without adding more actual zombies.
Peyton feels like dead weight to me. Even after the pretty obvious attempt to flesh her out this episode she still seems so one-note and unfun. She just seems like the nagging girlfriend left over from a 90s sitcom or something. Ravi should get to be with someone equally as interesting as himself.

you're right. Last Week Tonight clearly isn't working as a show. it definitely hasn't engaged a population by telling longer-form, well-researched news stories with angles that make them more easily relatable to their audience.
