It's like when that boy cried not-wolf, and everyone thought there *was* a wolf, because he had tricked them so many times before.
It's hard to put anything into such scenes beyond mere titillation and the silly trope of "Here's your reward." There's no opportunity for subtext. All the actress can do is try to "be sexy," which is often self-defeating (the effort kills it; better off just standing there doing nothing; she *is* sexy).
