While I agree with the overall reasoning, La La Land would almost certainly win in the old voting system as well. It's a very bad example for "movie with no passion behind it". The idea that something like Moonlight would have more votes in the Academy strikes me as non-sense.

Also, the co-lead/main supporting character is an actor that helps the king to win WWII or something (if you believe the movie, anyway)

Nah, the thing is that Hidden Figures is a movie that might it's fair share of #1 spots, but also a lot of people that will just say think it's too lightweight and put it at #7 or something. Something like Spotlight manages to win by having lots of people voting it in #2 or #3
