AMC is cheap and incompetent. The first season got even BIGGER ratings they were expecting, and their response was to cut the budget in half, and they actually wanted the entire season to be spent in Eugene's farm for that.

The guest thing is just weird- Anatol Yusef appeared for 5 seasons in Boardwalk Empire for nearly every episode and was only a guest, while you had guys like the one playing Eli's son that appeared for one or two seasons and still got the regular cast. Julian Glover in GoT is a good example as well.
