I thought Season 1 was underwhelming and overrated. For me, it got far better as it went on and particularly stronger when Brody was gone. I wonder if this is the whole explanation - Homeland is basically two shows. A Brody show and a post-Brody show. And I think the post-Brody one is WAY better.
