It has limited application. A ton of what your mind does—especially regarding control over the rest of your body—is literally involuntary, so that line about what controls what is woefully simplistic and in many cases outright false. One of the many reasons I like this movie; it's about two good(-ish) guys figuring out they're on the same side.

Heston is only in it for a few seconds, at least. And you say Sam Elliott playing Sam Elliott like it's some kind of negative.
But yeah, it's not a great movie, but it is great entertainment.

He still kinda does it, although he's been smart to tone it down some and do it more often in a supporting role or split lead than the dominant lead roles of his 90s stuff.

No disagreement on the bare facts there, but Costner is over-serious by default and gets worse IMO the more seriously he's taking things. I've never understood why people think Kilmer's Holliday performance is legitimately good acting; it's super-entertaining pork, but way down the list of actual quality performances

On Kurt Russell vs. Kevin Costner alone, I can't even figure out how that's possible.

Leary is definitely the worst thing about Demolition Man, but it's OK because everything else about Demolition Man is awesome.
