Almost from the start. Way before she was in the comics, Harley was in Batman: The Animated Series, where she was always pretty tough and acrobatic. That said, she was never a too much of close combat problem for Batman.

While I agree about Superman being better with more color, I think they are forgetting is that our brains tend to auto-correct the color scale while watching the movie since everything is universally toned down.
