Yeah, I think he kept his feelings to himself until season 7 (?) when Frasier accidentally told Daphne how Niles felt. She was already in a happy relationship, so they didn't pursue their feelings for each other right away. I'm pretty sure Niles backed off until Daphne was single.

I never thought Niles was creepy. I think it's because he always talked about how unhappy he was with Maris, that it gave the audience more sympathy for him. Also, I'm pretty sure he never sexually harassed Daphne by repeatedly asking her out.
