Morrison's run is interesting. I hated it the first time through, but I was a novice comic book reader at the time and wasn't prepared for how much you have to pay attention (plus, while Morrison has definitely grown on me, he does jump around sometimes without warning — and not in a good way).

I agree with everyone else that Mad Love is the way to go for Harley. For Mr. Freeze, check out the first collection of Gotham Central, which begins with a very good story spotlighting Freeze.
