I'm assuming he's getting so much voice time as part of the principal cast's paycuts, so these guest characters mean less time for Harry Shearer and company to have to come in.

This one was okay. It would have been better if it were the third episode of the season and not the ninth, though. It's going to be hard to make up for six of the first half's episodes.
