Reducing it down to "one thing" is extremely reductive. Does issue 50 do anything important to the overall arc? No, it's simply a story he wanted to tell set in this universe, and it's usually considered one of the highlights of the run.

I've always thought it was a deliberate choice to use deus ex machinas often in Sandman. Not only is it a story about stories, it subverts usual expectations about the violent conflicts that tend to be the climax in comics.

You could argue that about Seasons of Mists. Dream doesn't choose who rules hell. Sure there are things in that arc that come back to bite him in the butt, but doesn't Thessaly do that too?
