The challenge was set up to make the chefs fail. The producers had to intend a crash and burn, given the Chopped style ingredients and an artificially short time to plan and cook. Also, IIRC they were forced to shop at the PPM, which has some good stuff but isn't guaranteed to have every staple you might want.
