I believe the least contentious definition of a Mary Sue is a character who consumes all energy within a work to the point that nothing else—no other character, no component of setting, no point of plot—matters.  By this definition, a Mary Sue is a character who is as important to a work of fiction as a narcissist is

Recall that the Deep Space Nine project is a trust-building exercise between the Federation and Bajor. Cross-deployment of Starfleet and Bajoran personnel would be expected as a means to mutually introduce doctrines, identify ares of difficulty in cooperation, and build trust between both powers.
