Well, Marvel's output has been demonstratively better. And DC's situation is not the presence of restraint, but a lack of confidence in anything but Batman to get puts in seats.
I'd tell you Catwoman is a Batman villain, and a bad movie used as the justification (like Elektra) that people don't want to see female superhero movies.
There is something to be said about how these movies reflect our culture. Even if a movie isn't nakedly addressing electoral politics, we are still celebrating extrajudicial violence through Batman. We can't act like Wonder Woman's mortified reaction to the fog of war is meaningless.
I think in the case of Wonder Woman, superhero movies blew up in the '00s, but the superhero movie genre is much older than that, and WW is pretty much the only solo-female hero that everyone knows about and DC couldn't get off its but to go further into their catalogue than Batman and Superman
