I don't know what it's like in CA (I'm barred in NY, I imagine it's similar), but we have to pay dues to the state bar every two years and have done a certain amount of continuing legal education (I forget how much it is, but i's in the 18hr / year range)

Passing the bar =/= automatically able to practice law. In CA he would've already had to pay his fees and pass character and fitness interview, but in doing what he did he effectively foreclosed ever actually becoming an atty (representing yourself as a practicing atty when you're not one is one of the big no nos
