Problem is when you have a program with some very strong episodes (The Hound of Baskervilles for example) that then have some mediocre episodes, it can make it seem like that episode is "bad" when it is still quality, just not as good as what is surrounding it.

Yeah, I don't know where this criticism comes from.  Amy is one of the strongest female characters you'll find in my opinion: she rescues Rory or the Doctor several times if I remember correctly.

It ran from 86-93 according to Wikipedia, so you probably watched some of the later runs. I'm 27 and I remember watching it as well (specifically the episode that they got stuck in the store sticks out to me), even though I was only 2 when it first came out.
