The thing is, Ruby wasn't trying to "kill" Rose. She was trying to capture her to bring back to Homeworld. She didn't know that "poofing" Steven would be the same as shattering him.
Garnet very clearly doesn't. Pearl might have warmed to them, slightly, over the years because of being Rose's lapdog.

Just one little bit of pedantry - Gems have no concept of children. We can't say they're awful for doing things that are "okay" to do to one group of humans to another group we treat as protected. As far as Ruby-1F4 Cut-4ND was concerned, she was locked in mortal combat with Rose Quartz, and that's the end of it.
