That is exactly what I was thinking of when I typed my comment. That scene is a perfect summation of Jerry/Gary.
It is little background touches such as this that make Parks and Rec my favorite show. The murals at city hall of the various atrocities committed by the residents of Pawnee always crack me up. The one of the hippies burning someone at the stake was my personal favorite.
