I've always considered them to be separate and distinct seasons. There's the year long gap that separated the two when the show was on the air, and part 2 has much different tone (apocalyptic) and pace than part 1.

Pretty bold and unique for them to kill Arlo off like that. Most shows wouldn't have the balls to kill  a major supporting character off-screen, and have his failing-health/death not be the focus of the episode.
