We know. What he's saying is that he's curious if her absence is a plot point or not (her marriage with Jeff for example), since she's missing in quite a few episodes, scattered throughout, with equally-random production codes. Maybe it's just the voice actress being busy? Who knows.
I don't remember where I read it, some interview with Mike Judge, but he said that all the licensing is secured this time and all of the segments (including the MTV shows of course) will be on DVD. There is a god, after all.
