Giving it to Ciera or Katie is kind of a waste of immunity; however, it is probably their best strategic move. Even if they find and play it, the guys can just split the vote, but whoever gets back in the game will need allies. Even if Katie and Ciera don't make it to the merge, it will look good to Tina and/or Laura.
Redemption Island is clearly the producers valuing "moments" over narrative. I like the idea of tribes being constantly switched, but I think there are better ways of doing that. (My ideal is one tribe with teams being randomly chosen for challenges.)

It seems to me that the swap and the merge were timed to keep the show interesting. As boring as a blowout would have been, I don't like the idea that contestants have to play against the producers.

Again, my point is that bloodbebders are stronger than all other benders by such a large margin that they could handle most of the disputes that we have seen Avatars handle. Without the Avatar, bloodbenders are the top of the food cahin. You are correct that they would be less useful durring most natural disasters.
