It's not that they're not buddies.  It's just that he looks at John Waters, and he only sees a man.  It makes it very difficult to distinguish who people are when you can't determine any defining characteristics.

As a chance to see George and Weezie on screen again, it was great.  As a Superman story, though, I seem to remember that episode being particularly painful to endure.  Even by Lois & Clark standards.
