Zarek might have been taken a bit over the top, but the show did display that he was capable of violence to suit his political needs. Remember, the dude did blow up a government building before the Cylon attack and tried to assassinate Apollo and others during the show's run.
I actually thought the show went out of it's way to show Gaeta as not the bad guy, but how he didn't know how to handle the situation and let himself be manipulated by Zarek, who was a cruel political operative.
Seeing the news today that "The Tick" reboot has found a lead made me realize just how perfect Patrick Warburton was in the live action role.

Nearly every episode of "The Pacific". I thought the series is one of the best I've ever seen, but it was so brutal and harrowing that I don't think I could stomach it a second time.
