Yeah, that scene served as an indictment of Frank's philosophy more than anything else. What troubles me is I can't tell if David Simon intended that scene to be critical of Sobotka or not.

Snyder got the action right, which is really all I was looking for in the movie. I think with a different (better) writer a MoS sequel could be substantially improved. It'd probably still have the Snyder specific tone and pacing problems, but could be absent of the plot contrivances and inconsistencies.

Well, the problem with Shadow tech is that it is, entirely in and of itself, evil. Shadow vessels require the enslavement and psychological mutilation of sapient beings just to function. Who knows what a Shadow microwave oven or lawnmower need to work?
For that matter, why do they even need to ship fresh stuff to Babylon 5? Doesn't the station have many square miles of hydroponic gardens? And if it doesn't, why not, it should certainly have the space?
