I think that's absolutely what was going on there. Tony was trying to make it look like Spencer playing an idol was freaking him out, to encourage Spencer to think that he should play it for himself. It's tough to say, since Tony did a bad job articulating it, but it makes the most sense.
Translation: "I think about you the way I think about all young women. And most women, for that matter".
To Jim's point, Spencer could've easily done the move where he shows the idol at Tribal Council BEFORE the vote (a la Malcolm or Tony earlier this season). Then he can probably play it more correctly. Or possibly flip Jefra.
If they get Jefra to flip back to their side by telling her about the idol, she could tell them who Tony's group was going to vote for. Then their idol wipes out those votes, and there is no tie.

With Tony, it could easily go the other way: he can be even MORE aggressive now that the risk for blowback is reduced. I give zero fucks about the players' outside lives unless it somehow intrudes on the game. They only matter to me as contestants in a game, I don't pretend to know them as people, and how good they are or not is no concern to me. (Unless something criminal came up).
I don't think this was ever the show's position. I'm thinking it was more along the lines of "Russell Hantz found the Idols too easily, which resulting in a lot of great television that our fans really enjoyed. Let's do more of that".
Those are the only two options at this point. Trish is a worthy winner, but I don't see this jury choosing her over Tony. At least not a majority of them. People are not angry with him.
