Take5, the sun isn't a disc, it's globe. Boundaries could be marked spherically as distance from the star at the center. So when I use Pluto's orbit in the example it would mean any point 3,700,000,000 or fewer miles from the sun (and in any direction from the sun) would be our "turf."

I guess I see your point but I would think solar systems would be a natural way to establish territory, with planetary orbits making the natural lines that would serve as dividers, and I would suppose at some point you'd be past a certain distance from a star and be in "international waters."
