I think it inadvertently ended up working beautifully just because of the whole Sewage Department, Mumps, Weiner Scandal story-line. I can't think of anyway that would have worked out so well without Anne Perkins as head of communications for the health department.

What I think is interesting, though, is that Adam has so much trouble taking hope from that, there's a way in which I think it plays as much into the theme of Adam having trouble accepting or acting on friendship as it does on anything else.
