Yes, Peter was out of prison fairly quickly, but his imprisonment was not without consequences. The fallout was felt throughout this season. Neal is in a much different place now than he was at the beginning of this season.
Not Mozzie. He doesn't play well with others. Neal, on the other hand, would be great as a political "fixer". Would love to see what he could do with Bridgegate.
I'm all for the show finding ways to better include Elizabeth, but they've never really managed to do that. Her primary role has always been to be Peter's sounding board on Neal. Outside of that, attempts her to integrate more into the story line have had limited success. (And still trying to forget Quantico Closure.)

Neal fled to Cape Verde because Kramer had a hard on for him. Kramer was determined to haul Neal back to Washington where he could keep an eye on him, until he could dig up additional charges to file against Neal and send him back to prison. So Neal is right. The game is rigged.

Operation Mentor was concocted by Fowler solely to keep tabs on Peter. Pretty sure that all went away when Fowler's activities were revealed and he was dismissed from the FBI.

Bridget looks like she could possibly take down an FBI agent in hand to hand combat, unlike a lot of movies (Soderbergh's Haywire being a rare exception) where we're supposed to believe a woman who looks looks like she weighs all of 90 pounds is taking down 200 pound baddies.
I wonder if the trimming of the season from 16 to 13 episodes has also contributed to the rushed feeling of the last couple of episodes. They had all ready broken the season and begun filming. Surely the loss of 3 episodes must have forced them to try to compress the season long story arc into the remaining episodes.
I found the early part of this season to be very good and it looked like season 5 was shaping up to be perhaps the show's best. Each of the early episodes had a good dramatic storyline and the introduction of David Siegel added fresh energy to the show. I was sorry to see that character go.
