I'd put Jay as one of the best, if only because he managed to have two-three great records.  I'd say The Blueprint is in the upper-echelon of rap albums, at least.

If you're digging mid-90s hip-hop, go with Reasonable Doubt.  It's very much in the 90's mafioso rap genre, and has a Biggie verse (I think).
