That would be terrible for both characters and I don't think either of them would do it. Peggy knows what Don is like with women, and frankly Don does too.  He admires Peggy too much and wants her as an employee and colleague too much to screw it up by getting personally involved.

I can only speak for myself, but I think that what people are saying isn't that Sally should have just taken it.  If you watch that scene, she starts by telling Glen "He won't leave me alone."  The situation was defused.  It was exactly what she should have done.
