That's what i thought when I first saw Negan! I should have been more specific and said season three Governor. Season four, it seemed like they got closer to the right tone, but obliviously needed to wrap up his arc so things were pretty rushed. Just seems like a missed opportunity to me.

I always saw Negan as way more in control than the governor. I mean, they're both psychotic, but the Governor was the type to reach a point where he didn't care who lived or died. The only thing he really wanted was to satiate his rage. I never perceived that in Negan. He was ruthless, but never suicidal.
