Vito was a made guy since at least the third season, that's why Mustang Sally putting his brother Brian into a coma was such a big deal and he ended up getting killed over it.  And Vito was made Capo of the Aprile/Cifaretto crew after Ralph's "disappearance" and ended up being almost as good as Ralphie at it.  Look at
