On the flip side of this list: Emperor Gregor Vorbarra of Barrayar from the Miles Vorkosigan series. He slowly grows into an extremely competent ruler. Also his marriage helps enable A Civil Campaign, my favorite book in the series. Also he is not a kid at that point. I just want to talk about Miles Vorkosigan.
