That was pure Dubrovnik. I have a friend who was in Dubrovnik while they were filming last year. She said she was at that same pier right before they used it.

I think the problem with diaper Unsullied is that it's easier to do VFX crowd duplication when all of them are clothed and with masks. You also need to find dozens of buff extras if you go the diaper route, because who wants to see flabby and untoned Unsullied?
