And the people at Reddit, Twitter, et al are consistently trying to figure out a way to better isolate them. People have better things to do with their lives than worry about getting doxxed by an internet troll.
Better to just leave them in their own isolated corner of the internet than to stir up the hornet's nest.

Bullshit. A small number of people from 4chan never would've gotten involved if there wasn't that "bandwagon" (as you put it) on Tumblr already harassing the poor girl.
They'll set up separate accounts, probably get even more brazen with how they harass the people who use the site. No one wants to be doxxed.
Let's be honest with ourselves - putting up a camera in a store isn't going to clean up an area. It's only going to make it easier to catch people when the store is inevitably robbed.

Not as effective as you might think. People with banned accounts will make a new one. Ban an IP, and they'll find away around that, too. Then they'll have to deal with complaints from other people on that IP that can't use their site.

They have moderators, but there can be a shitload of comments and times when moderators aren't available. Also, it's expensive to pay people (assuming you meant "hire" literally) to do that. Moderating a website is almost always done by volunteers.
