I think we just disagree on motivation behind making the metal blades. To me, the execution of an unconscious avatar (in front of Zaofu, Suyin, and family members of Tenzin) would give the other world leaders justification to intervene in the Zaofu situation. Public perception is big for Kuvira, as discussed in the
