in Begins, one of the major plot points is that a majority of GCPD forces get trapped in one location, The Narrows. You'd think that by the time of DKR, the police would have made some contingency plans for when they have to send a lot of officers into one location, but apparently not.

There was no reason to make their Egyptian source identify himself. What was important was acquiring a local perspective, and in many ways identifying that journalist just made his job essentially impossible.
