Sounds like those British state hospitals which break out in MRSA regularly and blame it on doctors wearing sleeves and ties, and not washing their hands. They invariably neglect to mention that those same doctors' sleeves and ties don't seem to carry infections when they go to their private, non-state-funded clinic…
