I think the real problem is that new characters and concepts introduced in a Fantastic Four book would potentially have its film rights spoken for by Fox, and Marvel would rather put its creators on books that they completely control.

Well, Jerome had a pretty good moment after Prince sang "Darling Nikki" to humiliate Apollonia, and he goes back stage and says "Morris doesn't like what you did and I don't either." It's really the only time in the movie when Jerome appears to have his own thoughts on any given subject, and he seems pretty reasonable.
