I totally agree that guilt is a useful and necessary process to attaining social justice and equality; guilt is an important part of empathy, which is necessary for the elimination of negative labels marking disadvantaged groups as "the other".

I would assume from the context that what they meant was "men are usually the perpetrators of sexual violence", rather than "rape is something than men usually do".  And that they feel a certain amount of guilt about this.  In the same sense, white people (me) often feel a certain amount of weird guilt about racism.
