Given their streetsmart attitude, informal lingo-ridden speech patterns, lack of knowledge about proper nutrition and very economically poor living situation, the Ninja Turtles are already kind of a racial caricature.

The fact that it's commonly recognized doesn't necessarily mean that it's not also stupid.

I'm not sure it's worthwhile to try to make sense of pop culture trends. It exists at stage 3 because it existed at state 2. It just justifies itself until it finally fades away.
