I think you might be remembering ol' Kermit with rose colored glasses.  There were plenty of instances of Jim Henson's Kermit being sarcastic, critical and straight out losing his shit, even in his Sesame Street appearances.

The Movie is still in theatres.  To my understanding, she would be wearing this at one of the international premiers.
