University and College are different things here, though, so I interpreted it (as a Canadian) as her being unsure whether Allison went to one or the other.

I wouldn't recommend starting here. Her work gets more dense and mature as it goes on so I would recommend listening to her albums in chronological order. The progression is part of her appeal and each subsequent album is richer for knowing what came before it.
