The street name in the return address for Walter was written in the Observer language. Everything else was regular English.

I think he means that the paradox of September having a hand in Peter's existence/timeline placement by either A) Distracting Walternate and/or B) saving Peter from Reiden Lake was rendered irrelevant because in the new timeline Peter exists/is alive not because of September, but because of The Power of Love.
As far as TV-inspired tattoos go, you could do a hell of a lot worse.

Now that the series is over, we can finally, officially, without risk of sudden and unexplained crapification, call Walter Bishop one of the very best characters and performances in the history of television.
