I'm going to guess that a C+ counts as a positive rating for Rotten Tomatoes but a C- counts as negative. Not sure about a C. It's hard to focus on the review and not the grade when people are actually tallying. In any case, it seems like this movie, which received a B, is better-than-average for you.
