There have been some published articles about people who knew him in college. My recollection is that they all remember him as a creepy loser asshole and were shocked when he started showing up in the news as part of the Trump administration.

Yup. I've always seen the main thrust of the show as an absurdist commentary on the idiocy of the pursuit of power. The Lannisters/Greyjoys/Starks feuding, scheming and huge bloody civil wars mean nothing in the face of the existential threat to them all. The show is meaningless without the Night King.
